Board effectiveness and board/superintendent relationships hinge on trust. The way we navigate trust in this relationship affects every single aspect of our school system. Consider ways you can strengthen trust, promote effective relationships, rebuild trust when it is broken, and lead through trust.

Dr. Phil Gore, a former Seattle area school board member, is a nationally recognized researcher, author, and speaker on school governance. Having served for more than 17 years as a director of board and leadership development in Washington, Texas, Vermont, and Idaho, Phil is passionate about improving school Board Effectiveness. The book he co-edited with that title is a popular resource among school board members, administrators, and professors for considering how school boards can affect student achievement.

Phil completed his graduate work at the University of Washington. His PhD research explored the factors and sources of information school boards consider when evaluating a superintendent. Phil is frequently sought out for his expertise in superintendent evaluation. His master’s thesis discussed the importance of balance of centralized and localized control in public education, and he has presented this topic at universities and conferences across the country.

Phil has a bachelor’s degree in management from Northwest Christian University, where he studied organizational development and business statistics. A true lifelong learner—when he is not teaching, presenting, or facilitating learning, Phil is most frequently reading, listening, and learning himself.

Prior to a career in school board development, Phil worked as a youth pastor and pastor in the Pacific Northwest. During that time, he served on various national, state, and local boards and committees. None of which were as life changing as his service on a local school board. He currently resides in Meridian, Idaho and enjoys running, hiking, kayaking and coffee with his wife, children, grandchildren, and dogs.
